In response to provincial legislation, Coun. Stephanie Plante tabled a motion that would allow transit special constables to issue provincial fines for public consumption of illegal substances. The motion requests that council endorse the provincial legislation Restricting Public Consumption of Illegal Substances Act (RPCISA), which gives transit special constables the same enforcement powers as police.
Councillors Curry, Glen Gower, and Jeff Leiper were among the councillors that spoke in opposition, arguing that it was too soon and that the decision was rushed.
“I think council would be wise not to adopt a position on it until we all feel a lot more confident that we know a lot more about what could be a fairly momentous step,” said Leiper.
