Heron Road site selected for new factory-built housing project. Will it help end homelessness in the city?

A new housing community is slated to be built on Heron Road next year. It could include thousands of new affordable units.

For years, the halls and classrooms of a former government campus have sat empty, awaiting a new purpose. The grass is overgrown, a fence blocks entry to the buildings, and the only signs of life are a family of squirrels living in the unkempt trees. 

But the site’s future is expected to change soon – and fast – after the federal government announced the 7.3-hectare complex at 1495 Heron Road would be used for a factory-built housing project.

It is part of the $13-billion Build Canada Homes initiative that will fast-track the building of residential dwellings at six sites across Canada. Prime Minister Mark Carney announced the news during a press conference in Nepean, saying the government “needs to move with speed and determination” given the impact of tariffs, which he described as being in a state of “rupture.” 

All sites being considered are part of the Canada Land Bank, which has 88 properties nationwide, including 36 in the Ottawa area. 

Alta Vista Ward Coun. Marty Carr said it would be a “promising” development for the neighbourhood and noted it would become a model for factory-built housing across Canada. But there are still many questions to be answered.
